Monitoring rules
Fetch the page, compare it against the last snapshot, and say exactly what moved, on whatever interval the page deserves.
From every 5 minutes to once a day. We request the same public page a browser would, at a polite rate, identifying ourselves in the user agent.
Policy and rule text is compared in full, because one reworded clause is the signal. Anywhere else you narrow to a single element, so banners and counters never count as news.
The alert carries the old wording beside the new one, and the snapshot behind it is dated. Nobody opens the page to find out what happened, or scrolls it to find where.
